USAID’s Learning for Development, Nepal

We are supporting USAID’s Nepal Mission to improve democratic governance, health and education outcomes in Nepal.

The USAID Learning for Development focuses on increasing the quality of locally led development partnerships and improving the delivery of programming to create sustainable, transformative impact in the lives of women, youth and marginalised communities in Nepal.

In conjunction with Bixal, we are providing technical and advisory services in monitoring, evaluation and learning (MEL), knowledge management and development outreach to support USAID’s Nepal Mission in their goal of creating ‘a more self-reliant, prosperous, and inclusive Nepal that delivers improved democratic governance and health and education outcomes’.

This 5-year activity aims provides USAID with technical and advisory services in planning, designing, conducting and learning from data from the Mission’s strategies, projects and activities.

Our role

Bixal and Itad are supporting the Mission’s implementation of their Country Development Coordination Strategy through a comprehensive suite of services including:

  • Evaluation and research
  • Learning activities
  • Knowledge management strengthening
  • Third-party monitoring
  • Capacity strengthening
  • Data management and analysis
  • Geospatial information system analyses and mapping
  • Development outreach and communications

The consortium takes a technology-forward approach to implementing innovative MEL and knowledge management services. Bixal and Itad both bring a wealth of knowledge around MEL and knowledge management, as well as experience in Nepal working with Nepali MEL partners.

Itad’s full time team on the program includes the Deputy Chief of Party, Senior Evaluation and Research Lead, and the Data Analyst.

Methods & approaches

The Nepal Learning for Development USAID program employs a dynamic approach. It tailors evaluation questions through a utilisation-focused method to address specific needs. We use rigorous and participatory techniques, including innovative evaluations.

The program draws on a strong network of local partners and technical experts for evaluation teams. In Knowledge Management. The programme’s technical staff also provide feedback, mentoring, and support to Ips to foster strong relationships and effective data use.

We are using tech-forward tools, data visualisation, and local partnerships to streamline knowledge management and minimising duplication in data collection.

By assessing the programme’s collaboration, learning, and adaptation (CLA) needs using the CLA Maturity Matrix we aim to improve learning and knowledge management and aid evidence-based programming decisions.

We are integrating innovative virtual methods and third-party involvement alongside capacity building to enhance MEL.

Outcomes and impact

This project aims to enhance USAID Nepal’s performance and its development outcome by supporting evidence-based decision making.

We also aim to build the capacity of USAID Nepal and local partners to enhance evaluation, learning, and adaptive management.

Through improved Development Outreach and Communications (DOC) strategies in collaboration with the Mission and partners, we hope to heighten communication and outreach quality, in turn contributing to more effective development outcomes.
