DFID’s Macro Evaluations

Find Your Feet_Rajkishuri_Nirmila_Chandana and KamlaThe UK Department for International Development (DFID) has commissioned Itad, through the e‑Pact consortium, to undertake macro evaluations of two of its policy frames: Empowerment and Accountability and the Strategic Vision for Girls and Women, which both came into effect in 2011.

These two quite different macro evaluations aim to generate learning from DFID’s portfolio of work in these two policy areas to inform the development of future policy and programmes in DFID and in other development organisations.

Evaluation of the Empowerment and Accountability policy frame

The main focus of the Empowerment and Accountability macro evaluation is to analyse the portfolio of DFID empowerment and accountability projects to understand what works, for whom, in what contexts and why?

Evaluation of the Strategic Vision for Girls and Women

The macro evaluation of the Strategic Vision for Girls and Women seeks to draw out learning from the implementation of the Strategic Vision for Girls and Women. This is done primarily through a Policy Implementation Review, which examines how DFID has operationalised the Strategic Vision in the last four years, and with what effects. It also involves an analysis of 289 DFID supported projects relevant to the Strategic Vision to understand how policy has translated into projects.

To support both macro evaluations, Itad has compiled a database of 529 DFID supported projects, which relate to the two policy frames, and has analysed each portfolio.  The database is publicly accessible and makes available for each project key documentation such as business cases and logframes.

The macro evaluations are ambitious and continually challenge us.  Check out our blog, where we share some of the learning emerging from the macro evaluation process.
