Finlay joined Itad in 2024 after working on various projects as an independent consultant specialising in climate finance, nature-based solutions (NbS), and adaptation policy. During this time, he has managed and contributed to complex, mixed-methods evaluations for clients including the Global Environment Facility (GEF), DEFRA, Norad, The Gates Foundation, and FCDO. He is currently managing the evaluation of the Climate Investment Funds’ (CIF’s) flagship $5.8B Clean Technology Fund.

Finlay has strong experience conducting theory-based evaluations, applying both qualitative and quantitative research methods to generate robust, actionable insights. He also brings deep subject-matter expertise in financing sustainable development, including a recent in-country assignment for the Asian Development Bank that explored strategic investment barriers and opportunities in Armenian climate-smart agriculture.

Finlay directs the integration of artificial intelligence within Itad’s IGCC practice, designing innovative approaches that enhance the scale, depth, and efficiency of complex analytical work and unlocking new possibilities for evidence-based decision-making.

Finlay holds an MSc in Climate Change, Development and Policy from the Institute of Development Studies.
