Scoping and Design of Rigorous Impact Evaluation: Bangladesh

The Legal Assistance for Economic Reform (LASER) programme aims to improve investment climates in developing countries (DC) by identifying and helping to solve problems in commercial justice systems, while documenting shared lessons learnt.
LASER is planning to undertake an impact evaluation of voluntary taxation Alternative Dispute Resolution (ADR) mechanisms that have recently been introduced in Bangladesh. This is a response to the current very limited robust evidence that commercial justice reforms bring about improved business and economic performance.
Itad undertook a scoping study to design an Impact Evaluation of voluntary taxation ADR in Bangladesh. This included detailed consultations with government officials, private companies, IFC officials, and others who have been involved in the ADR process. The team developed a theory of change for the reforms and evaluation questions that an impact evaluation would seek to answer. A detailed and innovative methodology, applying an ‘encouragement design’, was developed and the evaluation data requirements were specified. Finally, a proposed work plan and budget for the evaluation was prepared.
