Real Time Evaluation of Danida Country Programme for Kenya

Itad is leading the Real Time Evaluation of Danida’s Kenya country programme, from 2015 - 2020.

Danida’s Kenya country programme is designed to support the implementation of the Constitution towards a prosperous and equitable Kenya, inclusive green growth and employment, and regional co-operation and stability.

Objectives

Itad is leading the Real Time Evaluation (RTE) of the country programme. The objectives of the RTE are:

  • to assess progress and identify immediate and intermediate-level results to be able to provide evidence-based feedback during the lifespan of the country programme.
  • To identify, document and assess results at outcome and, as far as possible, impact level.
  • To provide learning about the prerequisites, strengths and possible weaknesses of the RTE approach to help test and refine the approach within the concept of Danida country programmes.

We have mobilised a team with expertise in international development policy and co-operation, aid effectiveness, health economics, green growth and the evaluation of humanitarian, conflict stabilisation and development programmes.

Our approach

The overall approach of the evaluation is real time working from a theory-based approach and with a clear focus on achieving and assessing results.

The evaluation is being carried out in accordance with the Danida Evaluation Guidelines (January 2012) and the OECD-DAC quality standards; and is using the theory of change as a point of departure for following progress and trajectories towards impact. Evaluation activities include a review of existing M&E systems and data, quality review of the Kenya country programme theory of change, development of an overall RTE design, review and synthesis of secondary data to identify areas for primary data collection, design and scoping of additional studies, synthesis of primary and secondary data since 2015. A series of validation workshops are taking place, along with engagement and consultation with Danish Embassy staff and partners.
