The UK Government, through the British Consulate General in Jerusalem’s (BCGJ), is providing humanitarian and development support across Palestine. It aims to:
- deliver urgent humanitarian assistance in Gaza and the West Bank
- provide essential services to Palestinians
- contribute to stabilisation, recovery and reconstruction efforts
- protect rights and support good governance
Our role
Alongside our Palestinian partners, Alpha International and Arab World for Research and Development (AWRAD), Itad is providing monitoring, evaluation, research and learning services to the BCGJ under the PalMEL contract, running from October 2025 to September 2028.
We will enhance the assurance, efficiency and effectiveness of the UK’s support to Palestine by helping mitigate risks, validating what works, supporting a better understanding the context, and promoting learning and connectivity across the programme, portfolio and diplomatic activities.
Our methods & approaches
Our work is divided across three workstreams:
- Independent monitoring, including physical field visits, remote call monitoring, compliance checks, aid diversion checks and monitoring and evaluation quality assessments
- Research, analysis and evaluation, including contextual and thematic monitoring of political, humanitarian, social and economic issues, as well as evaluations
- Portfolio learning and engagement, aiming to support learning, dissemination and sharing of the BCGJ’s portfolio
We will take an integrated approach to the delivery of these three workstreams, with evidence and insights from each feeding into the others, and providing one coherent package of support to the BCGJ.
We will prioritise flexibility, due to the unpredictable context in Palestine, as well as rigour, timeliness, inclusivity, participation, and utility.
Outcomes and impact
Our efforts will help to ensure the UK Government’s programming in Palestine is:
- accountable to affected populations and that programmes are relevant, addressing their most serious needs and reaching those most in need of assistance in an inclusive and conflict-sensitive manner
- effective and meeting its objectives, with real positive impact for targeted populations
- coherent and connected across development, diplomatic and humanitarian programmes
- cost-effective and providing value for money for UK taxpayers
- continuously learning and improving, particularly informed by beneficiary feedback
Our work will support the BCGJ to provide vital humanitarian and development assistance to the Palestinian people at a time when the need for this has never been greater.
