Sida, Advisory and evaluation support to the Chia Se Poverty Alleviation Programme

The Sida Advisory Team (SAT) was appointed to provide professional advice to strengthen the quality and results of Sweden’s development cooperation in Vietnam.

Our role

In association with WSP and Mekong Economics, we provided support on programme design and performance for rural development projects. Individual assignments included annual reviews, the mid-term, and final (ex post) evaluation of the Chia Se Programme. Chia Se is a flagship rights-based programme, supporting decentralisation and poverty alleviation through bottom-up processes in the Ha Giang, Yen Bai and Quang Tri provinces. Local development funds empowering local communities to pursue their own priorities and make demands for improved service delivery (within a largely top-down government system) are at the core of the programme. Communities authorise use of the funds and are responsible for its management and monitoring.
