Evidence review

What works for coastal resilience and prosperity

Evidence for inclusive and resilient coastal futures to support the design, delivery and sustainability of programming.

7/04/2026

Produced for the UK Government’s Climate and Ocean Adaptation and Sustainable Transition (COAST) programme, these evidence reviews bring together relevant evidence on some of the most important questions shaping coastal adaptation, resilience and prosperity.

They are designed to support learning and evidence-based decision-making across the programme by synthesising what current research and practice tell us, assessing the strength of evidence and highlighting important gaps.

While developed to inform COAST partners and stakeholders, the reviews are also intended to be useful beyond the programme. They offer accessible, policy- and practice-relevant insights for practitioners, funders, researchers and decision-makers working on coastal resilience, inclusive development and sustainable livelihoods.

Together, the evidence reviews explore some of the key issues affecting how coastal programmes are designed, delivered, and sustained in practice.

Each review offers practical lessons and reflections for those working to support resilient coastal communities in complex and changing contexts.

The COAST evidence reviews

Poverty alleviation and nature-based solutions

This review explores how nature-based solutions can contribute to poverty alleviation across small-scale fisheries, aquaculture, and critical marine habitats. It highlights the conditions that help align environmental gains with more inclusive and sustainable livelihood outcomes.

Effectively balancing needs in multi-stakeholder partnerships

This review looks at how multi-stakeholder partnerships can better navigate competing interests, power dynamics, and decision-making in coastal resource management. It offers practical insights into what helps partnerships work more effectively in complex settings.

Exit strategies to sustain climate resilience and prosperity

This review examines how exit strategies can help sustain results beyond the lifetime of a programme. It considers what supports longer-term resilience, local ownership, and the continuation of benefits after direct support ends.

Scaling coastal adaptation for resilient and inclusive futures

This review explores the opportunities and trade-offs involved in scaling coastal adaptation. It focuses on how scaling can be pursued in ways that strengthen inclusion and avoid reinforcing existing inequalities.
