This evidence review explores how coastal climate adaptation efforts can be scaled in ways that are inclusive, equitable, and responsive to the needs of the most vulnerable coastal communities.

While scaling is widely recognised as essential given the scale and urgency of climate risks in coastal areas, there is growing concern that poorly designed scaling strategies can undermine participation, reinforce inequalities, and lead to maladaptation.

Commissioned under the United Kingdom (UK) Foreign, Commonwealth & Development Office’s (FCDO) Climate and Ocean Adaptation and Sustainable Transition (COAST) programme, it provides an evidence base that can inform COAST implementing partners, policymakers, and funders on the opportunities, trade-offs, and risks associated with scaling adaptation interventions.
