Refugee protection and refugee status determination (RSD) are primarily the responsibilities of states. In 2016, the New York Declaration on Refugees and Migrants reinvigorated UNHCR’s objective to develop and strengthen the capacity of national asylum systems with new frameworks and mechanisms including the Global Compact on Refugees, the Global Refugee Forum and the Asylum Capacity Support Group.

Objectives
Our evaluation will examine the relevance, effectiveness and outcomes of UNHCR’s capacity development efforts in strengthening national asylum systems over the period 2015-2020. The evaluation will also highlight best practice and lessons learnt, and generate recommendations that provide a clear direction for UNHCR’s future role in the capacity development of national asylums and refugee status determination (RSD) procedures. The aim is to guide future UNHCR policy and practice in this area.
Findings
Our findings and recommendations will also be of value to governments and competent asylum authorities, Intergovernmental bodies, civil society actors and NGOs involved in rights protection and advocacy for asylum seekers and refugees.
Our approach
We will employ a mixed-methods approach to data collection, combining data analysis, financial analysis, document review, key informant interviews and surveys.
