Review of Monitoring & Evaluation for the Public Sector Reform Programme

Itad was recruited by DFID to review a draft version of plans for monitoring and evaluation.
The plans under review were found to be overly dependent on non-existent computer systems and network processing; to be overly complex in the number of indicators to be tracked; and to make use of service delivery surveys that were not compatible with similar initiatives taking place elsewhere in government.
Tanzania has been engaged with a process of public sector reform since the early 1990s. Some good progress has been made with personnel management and a Tanzanian reform model has been established to ‘roll-out’ the reforms to ministries, departments and agencies.Image © Tanzania.
