Evaluation of Global Fund Single Stream Funding Grant in Nigeria

Itad is undertaking an evaluation which reviews the existing performance and outcome and impact indicators of Global Fund HIV programmes in Nigeria.

Nigeria implemented a Single Stream Funding Grant of the Global Fund to Fight AIDS, Tuberculosis and Malaria, for which the National Agency for the Control of AIDS (NACA) was a Principal Recipient, along with four other organisations.

NACA, in collaboration with the four other Principal Recipients, required an evaluation which reviewed the existing performance and outcome and impact indicators of Global Fund HIV programmes in Nigeria.  Itad undertook this evaluation which aimed to assess the intended and unintended changes brought about by Global Fund-supported projects, and help model what actually happened as a result of the interventions, and what might have happened in the absence of the interventions.

Our approach

Itad’s approach was theory-based, drawing on the Theory of Change, practical data collection tools and a selection of evaluation experts. The evaluation used a mixed methods approach including quantitative and qualitative data collection. The quantitative data collection was led by ORB International (Itad’s partner on the assignment) and included large scale surveys of facility-based providers and beneficiary groups. The qualitative data collection included in-depth literature reviews, face-to-face interviews, discussion groups, site visits and observation, telephone interviews and workshop sessions. The final report was due in the first quarter of 2013.
