The drive towards more open, democratic government has brought fresh demands for evaluation, to learn from experience and influence policy, and to hold governments accountable to their electorates.

We work with international aid agencies, government departments and project management units to plan and implement evaluations that are independent, rigorous and lead to evidence-based conclusions and recommendations.

We favour theory-based evaluation, using programme or project design as the model. This helps stimulate organizations to work towards coherent and logical objectives.

Our policy is to form partnerships with consultants or development organisations in the countries where we work, and build evaluation capacity development into our activities.
