PRCDP project wins second place in the 2009 Social Development Department's People First Award

This is an important award in the World Bank system. Vice President Katherine Sierra, Sector Manager Caroline Kende-Robb, and Social Development Director Cyprian Fisiy chaired the Awards Ceremony. The World Bank Task Team noted that 'PRCDP has extraordinary outreach to the poorest and most disadvantaged ethnic minority peoples in China and continues to play a major role in advancing the participatory approach in China'. The project has sought to develop an inclusive and equitable approach to poverty reduction among ethnic minorities in the Western Provinces of China (Yunnan, Sichuan and Guangxi). PRCDP is financed through a blended loan provided by World Bank and the UK’s Department for International Development, totalling US$79m.
ITAD has been involved in the project since 2002. During the preparation phase, DFID provided grant funding to develop the participatory approach. ITAD has worked with three provinces (Guangxi, Yunnan, Sichuan) over a period of three years to develop and mainstream a participatory approach to planning and implementation. Since 2006, ITAD has conducted annual surveys to monitor project impacts, using participatory methods. ITAD's Senior Social Development Consultant Johanna Pennarz has been team leader on the participation component since 2003; she is now working as Participation Specialist on the World Bank/DFID supervision. In his acceptance speech, the Bank’s Task Team Leader Alan Piazza emphasised “Ms. Pennarz' long standing support and leadership of the PRCDP participatory approach”. |
