Dr .Munirat Ogunlayi holds a PhD degree in Medical Sociology from University of Ibadan Nigeria with focus on Adolescent Sexual and Reproductive Health and Rights. She has over 12 years of working experience in the field of sexual and reproductive health and served as Programme Officer (Training & Special Projects, Adolescent Sexual Health, Reproductive Health & family Planning). She served as HIV/AIDS Adviser and Assistant Adviser for UK Department for International Development (DFID) and Programme Analyst/Team Leader, HIV/AIDS Unit, United Nations Development Programme (UNDP) Nigeria. She has managed series of multi-million pounds HIV/AIDS Programmes including Promoting Sexual Reproductive Health & HIV/AIDS Reduction, Strengthening Nigeria's Response to HIV/AIDS, STD/HIV/AIDS project, Community Based Initiative, Expanded Life Planning Education Project. 2007 - 2008 Ongoing Evaluation of the Norwegian Support to HIV/AIDS Responses in three African Partner Countries Ethiopia, Malawi & Tanzania. (Norway AIDS Development (NORAD) & Ministry of Foreign Affairs, Norway, Norway, Ethiopia, Malawi & Tanzania)
: Project Manager & Team Leader for Evaluation Study in Ethiopia & Tanzania.
  The assignment is to assess the extent to which Norwegian support has contributed to HIV & AIDS response globally, regionally and in selected countries of Tanzania, Malawi and Ethiopia. The evaluation covers the period 2000 2006, and the purpose is to come up with findings that will provide strategic guidance towards the implementation of the Policy Position Paper approved in November 2006 by the current Norwegian government.
  - Overall project management in the 3 countires - Team Leader for the evalaution in Ethiopia and Tanzania. - Wrote the reports of the country evaluation, reviewed comments on draft report, revised and finalise report for NORAD's approval. - Develop Strategy for Norwegian future engagement on HIV and AIDS.
2007 - 2007 Mid-Term Review of the Third Medium Term Plan on HIV/AIDS (MTPIII) (Government of Republic of Namibia & National HIV and AIDS Coordination Programme, Republic of Namibia)
HIV/AIDS Expert for Local and Community Based Responses & Cluster Team Leader for Community Responses and Impact Mitigation.
  The assignment is the mid-term review of 5 year MTP III on HIV and AIDS in Namibia. The review will assess the progress of implementation of MTP III, assess how Namibians can achieve the universal access targets through decentraslied, regional and local targets and recommend implementation capacity required for successful implementation and future sustainability.
  - Coordinated a team of four consultants working on Local Responses and Impact Mitigation. Key areas covered were: Community & Local Responses, Involvement of Persons Living with HIV & AIDS, Orphans and Vulnerable Children and Poverty, Food & Nutrition, - Assessment of the Local and Community Based Responses within the multisectoral responses and the three Ones, consultation with stakeholders, analysis of findings and report writing.
2006 - 2006 Restructuring of Country Coordinating Mechanism (CCM), Nigeria (Nigerian Government & United Nations Theme Group, Nigeria)
Member Interim CCM & Coordinator of the Restructuring Processes
  The restructuring exercise was recommended following the cancellation of 2 Nigerian HIV/AIDS GFATM grants due to non-performance. It was a National assignment which involved dissolving the old CCM and putting a new CCM in place according to Gloabl Fund guidelines.
  - Worked with other members of the ICCM and United Nations Country Implemetation Support Team I- UNCIST to plan for the restructuring exercise - Held consultation with the key stakeholders. Information of which guided the implementation of the processes according to GFATM guideline. These include circulation of information to all constituencies identified from desk review of previous reports recommendations, wide advertisement for observers, developed guideline for election process, conducted and managed the election process amongst the stakeholders and conducted orientation for the new CCM members including provision of guidance for the election of the executives, and handing over of the activites of the ICCM managing CCM for Nigeria during the restructuring process. - Wrote weekly report and submit to UN Country Implementation Support Team (CIST), GFATM and GON.
2006 - 2006 UNDP HIV/AIDS Programme in Nigeria (UNDP Nigeria & Nigerian Stakeholders, Nigeria)
Interim Team Leader & HIV/AIDS Programme Analyst
  Led the team of managing UNDP HIV/AIDS Programme in Nigeria. This is a multi-million dollars programme that provides support at the National Level for the "3 Ones", and expanded support to 8 states in Nigeria and selected LGAs. The core of the programmes focussed on HIV/AIDS Leadership Development Programme, HIV Mainstreaming, Community Conversation Enhancement Programme, HIV/AIDS and governance and HIV/AIDS and gender mainstreaming.
  Conducted annual review of the HIV/AIDS unit and wrote the annual report. Managed GFATM stakeholders Capacity Assessment project, Led and managed the conduct of the Comprehensive Assessment of Stakeholders involved in the Implementation and Management of Global Funds Grants for HIV/AIDS, Tuberculosis and Malaria supported by UNDP, Conducted Selection Assessment of Principal Recipients for GFATM grants supported by CCM, UNDP & USAID, Led the monitoring of UNDP Governance, Environment, Poverty and HIV/AIDS programmes in Akwa- Ibom State Nigeria, Led the monitoring of UNDP Governance, Poverty and HIV/AIDS programmes in Rivers State Nigeria.
2006 - 2006 Capacity Assessment of GFATM Stakeholders in Nigeria (CCM & UNDP Nigeria, Nigeria)

  The newly restructured CCM requested the support of UNDP for the conduct of this capacity assessment. The purpose was for identifcation of gaps, areas of weak capacity, and for the assessment team to come up with recommendations for capacity strengthening and develop capacity building plan in sessions that would be appropriate for the implementation of GFATM grants in the three (3) disease areas of HIV/AIDS, Tuberculosis and Malaria.
  - Development of concept paper and TOR, identification and recruitment of consultants, managing the team of consultants, conducted assessment in two states, wrote the national report of the assessment which was synthesised from 12 state reports and developed the capacity building plan which was costed to guide the cost implication of a comprehensive capacity building plan.
2004 - 2006 HIV/AIDS Programme for Muslim Ummah (Nigerian Supreme Council for Islamic Affairs, Nigeria)

  This is the first project managed by the apex body of Islamic organisations in Nigeria. The project was to sensitise and empower the Muslim Ummah to respond to HIV and AIDS in Nigeria. This project was rated high during the review of the World Bank Multi-AIDS Programme (MAP).

  My activities in this project started right from the development of the project memorandum, bid assessment, awarding the contract, project take-off, provision of technical and managerial support to the implementing organisations, review of quarterly reports, conduct of annual Output to Purpose Review (OPR), Mid-term review and documentation of progress of the project to load into DFID PRISM.
2002 - 2006 25m Strengthening Nigeria's Response to HIV/AIDS (DFID Nigeria & Government of Nigeria, Nigeria)

  This is a 6-year programme designed to compliment PSRHH programme. The programme focus on capacity strengthening at National Level and in 6 states for effective coordination of HIV & AIDS responses and implementation of community based responses to tackle stigma, promote prevention and provide care and support.
  I led the consultation process for the design of the programme in two states, participated in the review of the project memorandum, bids assessment, managing contractual issues at country level, provided technical and managerial support to implementing agencies - Family Health International (FHI), ActionAID, Voluntary Services Overseas (VSO) for the project take off and subsequent implementation and management of the project. Conducted and led the management of the 1st annual inception review of the project.

2001 - 2005 Life Planning Education (LPE) Project - Mainstreaming (DFID & Oyo State Government, Nigeria)

  The LPE project mainstreamed HIV/AIDS, Sexual and Reproductive Health into secondary school education in Oyo State. The project covered 131 secondary schools in Oyo State Nigeria. The project is one of the best practices in Nigeria in which the outcome influenced policy and contributed to the approval of Life Planning & HIV/AIDS Education Curriculum in Nigeria, and inclusion of LPE in the scheme of work in secondary schools in Oyo State thus ensuring sustainability.

2003 - 2003 ESSCHA Community Based HIV/AIDS Response Initiative (Enugu State Civil Society Coalition on HIV/AIDS, Nigeria)

  This project called for the establishment and strenghtening of NGOs working on HIV/AIDS to form a coalition. Capacity assessment of the coaltion was assessed in terms of delivering qualitative HIV and AIDS programme in 17 communities and capacity strengthened in this direction. Through a participatory approach, the coalition conducted community assessment, community mobilisation, undergone a TOT, review manuals developed for the community training and key concepts translated into local language. After the TOT, members of the coalition were paired to implement HIV/AIDS community response that covered prevention, stigma reduction and provision of care and support.
