She has over 20 years of experience working in developing countries and her area of expertise is Sexual Reproductive Health and Rights. She has worked in both private and government health institutions and over the last 14 years, she has been working in the field of maternal child health, sexual and reproductive health including HIV/AIDS; implementing, managing and evaluating programmes run by NGOs, governments and international donors. She participated in national HIV/AIDS Strategy development & played significant role in restructuring Country Coordinating Mechanism (CCM) and led selection of the Principal Recipients for GFATM in NIgeria. Munirat has managed multi-million programmes for donors and managed Life Planning Education Project, which contributed to the approval of Family Life and HIV/AIDS Education curriculum in NIgeria. As acting team leader, HIV/AIDS unit in UNDP, she worked on building capacity of stakeholders on governance and leadership of the response to the epidemic. Another grant has recently been awarded for the HIV and AIDS programme in the country.   I am working as Monitoring and Evaluation consultant on the LFA team, reviewing the workplan and M & E strategy for the programme. 2008 - 2010 Ongoing Annual Multi-Disciplinary Reviews of the National Response to HIV & AIDS in Malawi from FY 2007 2010 (National AIDS Commission Malawi and World Bank, Malawi) Project Manager, HIV/AIDS and Gender Mainstreaming consultants & Team Leader for Year 2 of the review.   This project consists of annual reviews of NAC Malawi Multisectoral HIV/AIDS programme for three years covering fiscal year 2007/08 2009/10. ITAD and partner provide consultancy services to NAC and its partners for the conduct of independent assessments of performance in implementing the Integrated Annual Work Plan (IAWP) against the National HIV M&E Framework and budget; and provide qualitative feedback on selected themes critical to achieving program objectives including lessons from international experience. The consultancy services aimed at identification of successful approaches that merit expansion and scaling up areas needing particular attention and provide information useful for focusing the IAWPs, with the goal of enhancing implementation effectiveness.   Developed the bid and manage the on-going three year project. Worked on the project as consultant reviewing the following components: HIV prevention, HIV mainstreaming, Gender mainstreaming and Impact Mitigation. Worked on the project as Team leader in year 2 of the review and covered governance, leadership and management of the national response in Malawi in addition to the other components. As the team leader for year 2, I wrote the report and made presentation to stakeholders (high level policy makers, donors and implementing agencies in the country) on our findings, successes, challenges and recommendations. 2007 - 2008 Ongoing Evaluation of the Norwegian Support to HIV/AIDS Responses in three African Partner Countries - Ethiopia, Malawi & Tanzania. (Norway AIDS Development (NORAD) & Ministry of Foreign Affairs, Norway, Norway, Ethiopia, Malawi & Tanzania) : Project Manager & Team Leader for Evaluation Study in Ethiopia & Tanzania.   The assignment is to assess the extent to which Norwegian support has contributed to HIV & AIDS response globally, regionally and in selected countries of Tanzania, Malawi and Ethiopia. The evaluation covers the period 2000 2006, and the purpose is to come up with findings that will provide strategic guidance towards the implementation of the Policy Position Paper approved in November 2006 by the current Norwegian government.   - Overall project management in the 3 countries - Team Leader for the evaluation in Ethiopia and Tanzania. - Wrote the reports of the country evaluation, reviewed comments on draft report, revised and finalise report for NORAD's approval. - Develop Strategy for Norwegian future engagement on HIV and AIDS. 2009 - 2010 Impact Evaluation of African Regional Capacity Building Network for HIV and AIDS Prevention, Treatment and Care Project (ARCAN) in East Africa sub-region (The World Bank, United Republic of Tanzania, Kenya and Ethiopia) Team Leader   The evaluation assessed the imapct of ARCAN training courses in increasing the capacity among health care practitioners in the delivery of HIV/AIDS related services in prevention, care and treatment interventions in order to improve the quality of general health care in the three African countries including Zanzibar.   My activities on the project include development of both technical and financial proposals, writing of inception report, development of evaluation tools (quantitative and qualitative) for various stakeholders involved in the project, analysis of data, writing of synthesis report of findings (Volume 1) and country findings report (Volume 2), and presentation of findings to the World Bank, Steering committees members in the three countries,. and to all stakeholders at the end of project dissemination conference. 2008 - 2009 Second Independent Evaluation of UNAIDS (UNAIDS, Swaziland) Deputy Team Leader for Swaziland Country Study   The purpose of the Second Independent Evaluation is to assess the efficacy, effectiveness and outcomes of UNAIDS at the global, regional and country levels. The assessment will relate to how UNAIDS has met its core objectives and its mandate for an internationally coordinated response to the HIV/AIDS pandemic.   I worked in Swaziland country study as consultant looking at Civil Society response, gender mainstreaming and vulnerability issues. Synthesise findings and contribute to the country report in these thematic areas. 2007 - 2007 Mid-Term Review of the Third Medium Term Plan on HIV/AIDS (MTPIII) (Government of Republic of Namibia & National HIV and AIDS Coordination Programme, Republic of Namibia) HIV/AIDS Expert for Local and Community Based Responses & Cluster Team Leader for Community Responses and Impact Mitigation.   The assignment is the mid-term review of 5 year MTP III on HIV and AIDS in Namibia. The review will assess the progress of implementation of MTP III, assess how Namibians can achieve the universal access targets through decentralised, regional and local targets and recommend implementation capacity required for successful implementation and future sustainability.   - Coordinated a team of four consultants working on Local Responses and Impact Mitigation. Key areas covered were: Community & Local Responses, Involvement of Persons Living with HIV & AIDS, Orphans and Vulnerable Children and Poverty, Food & Nutrition, - Assessment of the Local and Community Based Responses within the multisectoral responses and the three Ones, consultation with stakeholders, analysis of findings and report writing. 2006 - 2006 Restructuring of Country Coordinating Mechanism (CCM), Nigeria (Nigerian Government & United Nations Theme Group, Nigeria) Member Interim CCM & Coordinator of the Restructuring Processes   The restructuring exercise was recommended following the cancellation of 2 Nigerian HIV/AIDS GFATM grants due to non-performance. It was a National assignment which involved dissolving the old CCM and putting a new CCM in place according to Global Fund guidelines.   - Worked with other members of the ICCM and United Nations Country Implementation Support Team I- UNCIST to plan for the restructuring exercise - Held consultation with the key stakeholders. Information of which guided the implementation of the processes according to GFATM guideline. These include circulation of information to all constituencies identified from desk review of previous reports recommendations, wide advertisement for observers, developed guideline for election process, conducted and managed the election process amongst the stakeholders and conducted orientation for the new CCM members including provision of guidance for the election of the executives, and handing over of the activities of the ICCM managing CCM for Nigeria during the restructuring process. - Wrote weekly report and submit to UN Country Implementation Support Team (CIST), GFATM and GON. 2006 - 2006 UNDP HIV/AIDS Programme in Nigeria (UNDP Nigeria & Nigerian Stakeholders, Nigeria) Interim Team Leader & HIV/AIDS Programme Analyst   Led the team of managing UNDP HIV/AIDS Programme in Nigeria. This is a multi-million dollar programme that provides support at the National Level for the "3 Ones", and expanded support to 8 states in Nigeria and selected LGAs. The core of the programmes focussed on HIV/AIDS Leadership Development Programme, HIV Mainstreaming, Community Conversation Enhancement Programme, HIV/AIDS and governance and HIV/AIDS and gender mainstreaming.   Conducted annual review of the HIV/AIDS unit and wrote the annual report. Managed GFATM stakeholders Capacity Assessment project, Led and managed the conduct of the Comprehensive Assessment of Stakeholders involved in the Implementation and Management of Global Funds Grants for HIV/AIDS, Tuberculosis and Malaria supported by UNDP, Conducted Selection Assessment of Principal Recipients for GFATM grants supported by CCM, UNDP & USAID, Led the monitoring of UNDP Governance, Environment, Poverty and HIV/AIDS programmes in Akwa- Ibom State Nigeria, Led the monitoring of UNDP Governance, Poverty and HIV/AIDS programmes in Rivers State Nigeria. 2006 - 2006 Capacity Assessment of GFATM Stakeholders in Nigeria (CCM & UNDP Nigeria, Nigeria) Project Manager   The newly restructured CCM requested the support of UNDP for the conduct of this capacity assessment. The purpose was for identification of gaps, areas of weak capacity, and for the assessment team to come up with recommendations for capacity strengthening and develop capacity building plan in sessions that would be appropriate for the implementation of GFATM grants in the three (3) disease areas of HIV/AIDS, Tuberculosis and Malaria.   - Development of concept paper and TOR, identification and recruitment of consultants, managing the team of consultants, conducted assessment in two states, wrote the national report of the assessment which was synthesised from 12 state reports and developed the capacity building plan which was costed to guide the cost implication of a comprehensive capacity building plan. 2004 - 2006 HIV/AIDS Programme for Muslim Ummah (Nigerian Supreme Council for Islamic Affairs, Nigeria) Consultant   This is the first project managed by the apex body of Islamic organisations in Nigeria. The project was to sensitise and empower the Muslim Ummah to respond to HIV and AIDS in Nigeria. This project was rated high during the review of the World Bank Multi-AIDS Programme (MAP).   - Support to conduct of needs assessment and baseline - tools development, administration, analysis and report writing. - Developed two manuals (TOT and Community Based) on Islamic Approach for Promoting Sexual Health and STI/HIV/AIDS Prevention & Stigma Reduction - Developed 5 IEC materials on sexual and reproductive health and HIV/AIDS from Islamic perspective using participatory approach - Facilitated TOT Trainings for the implementation of Community Based projects - Strengthened the Project Management team for the monitoring of the project - Provided technical support to the Establishment and Strengthening of Ummah Support Group (Support Group of Muslims Living with HIV/AIDS). 2002 - 2006 52m Promoting Sexual & Reproductive Health & HIV/AIDS Reduction (PSRHH) (UK Department for International Development (DFID), Nigeria) HIV/AIDS Advisor   This is a 7 year National HIV/AIDS and Sexual Reproductive Health Programme with focus on Behavioural Change Communication (BCC) - mass media, community responses and Condom Social Marketing. The programme managed by DFID implementing partners namely - Population Services International, Society for Family Health and ActionAID International.   My activities in this project started right from the development of the project memorandum, bid assessment, awarding the contract, project take-off, provision of technical and managerial support to the implementing organisations, review of quarterly reports, conduct of annual Output to Purpose Review (OPR), Mid-term review and documentation of progress of the project to load into DFID PRISM. 2002 - 2006 25m Strengthening Nigeria's Response to HIV/AIDS (DFID Nigeria & Government of Nigeria, Nigeria) HIV/AIDS Advisor   This is a 6-year programme designed to compliment PSRHH programme. The programme focus on capacity strengthening at National Level and in 6 states for effective coordination of HIV & AIDS responses and implementation of community based responses to tackle stigma, promote prevention and provide care and support.   I led the consultation process for the design of the programme in two states, participated in the review of the project memorandum, bids assessment, managing contractual issues at country level, provided technical and managerial support to implementing agencies - Family Health International (FHI), ActionAID, Voluntary Services Overseas (VSO) for the project take off and subsequent implementation and management of the project. Conducted and led the management of the 1st annual inception review of the project. 2004 - 2005 Re-engineering of National Action Committee on HIV/AIDS (NACA) (Government of Nigeria, Nigeria) HIV/AIDS Advisor   This project implemented the recommendations of the Institutional review and assessment conducted for effective implementation of the "3 Ones" in Nigeria. Consultants with expertise in institutional reform were recruited to support the process.   Recruitment and management of the consultants, review of reports of activities to ensure that they are in line with the TOR and implementing the action plans as recommended in the report of the re-engineering process, including provision of technical assistance. 2001 - 2005 Life Planning Education (LPE) Project - Mainstreaming (DFID & Oyo State Government, Nigeria) Programme Officer - Special project at ARFH & HIV/AIDS Adviser in DFID   The LPE project mainstreamed HIV/AIDS, Sexual and Reproductive Health into secondary school education in Oyo State. The project covered 131 secondary schools in Oyo State Nigeria. The project is one of the best practices in Nigeria in which the outcome influenced policy and contributed to the approval of Life Planning & HIV/AIDS Education Curriculum in Nigeria, and inclusion of LPE in the scheme of work in secondary schools in Oyo State thus ensuring sustainability.   - Proposal Development - Conducted of series of assessments - Developed training manuals (TOT, Peer Education, Health Professionals) - Conducted of series of training - Conducted Annual Output to Purpose reviews - Conducted End of project Evaluation - Conducted Post Project and Impact Evaluation - Conducted Dissemination conferences at state and national levels. 2003 - 2004 Strengthening of Voluntary Counselling & testing (VCCT) and Persons Living with HIV or AIDS (PLWHA) support groups in Ekiti, Benue and Enugu States of Nigeria (DFID & States Government, Nigeria) HIV/AIDS Advisor   The purpose of the 100,000 project was to strengthen VCCT & PLWHA support groups in Ekiti, Benue and Enugu States of Nigeria.   Provided technical advice to LATH in the implementation and management of the activities. - Conduct of capacity assessment - Training of health professionals & PLWHAs - Strengthening of laboratory testing facilities - Monitoring & Evaluation 2003 - 2003 ESSCHA Community Based HIV/AIDS Response Initiative (Enugu State Civil Society Coalition on HIV/AIDS, Nigeria) HIV/AIDS Advisor   This project called for the establishment and strengthening of NGOs working on HIV/AIDS to form a coalition. Capacity assessment of the coalition was assessed in terms of delivering qualitative HIV and AIDS programme in 17 communities and capacity strengthened in this direction. Through a participatory approach, the coalition conducted community assessment, community mobilisation, undergone a TOT, review manuals developed for the community training and key concepts translated into local language. After the TOT, members of the coalition were paired to implement HIV/AIDS community response that covered prevention, stigma reduction and provision of care and support.   - Conduct of Needs, organisational and capacity assessment - Conduct of needs assessment in selected communities - Adaptation of TOT manual and Community Based Manual - Conduct of TOT - Provision of technical assistance to implementation of CBI training - Monitoring and evaluation of the CBI initiative. 2001 - 2003 STD/HIV/AIDS and Tuberculosis Project in Benue and Ogun States (DFID, Benue & Ogun States, Nigeria) HIV/AIDS Adviser   1.8m STD/HIV/AIDS and Tuberculosis Project in Benue and Ogun States (This project covered community education, counselling, testing, strengthening of support groups of PLWHA, manuals development on TOT, Community Education, Health Care Workers, Home-Based Care etc.)   Co-led the management of the project. - Review of quarterly reports - Provision of technical assistance to the implementing agency - Advocacy to influence policy - Conducted Annual Output to Purpose Reviews - Conducted End of Project Evaluation. - 2001 - 2003 SNR Inception Project (DFID & Government of Nigeria, Nigeria) HIV/AIDS Advisor   This project was used as a quick win project to fill gaps before the design of the main SNR project. Various initiatives were funded from the project covering HIV/AIDS prevention to Care and support. The project also covered capacity building of stakeholders on HIV mainstreaming and implementation of multisectoral responses.   Review of proposals and approval for funding, provision of technical assistance for implementation of approved proposals, conducted monitoring and evaluation of projects, design of the 6 year SNR programme. 1999 - 2000 Sexual and Reproductive Health project (Youth Communication Initiative, Macmillan Nigeria & Orile Agege LGA, Nigeria) Programme Officer   A pilot project designed and managed to target in-school adolescents and staff of Orile Agege Community High School and the 5 LGAs in Lagos State of Nigeria.   - Design of project - Conduct of Needs Assessment - Adaptation of manuals - Conduct of IEC materials development workshop - Conduct of TOT and peer education trainings - Conduct of Sensitization seminars for parents on Parent-Child-Communication - Monitoring of Project - End of Project Evaluation - Quarterly reports and end of project reports 1995 - 1997 UNFPA Supported Reproductive Health & Family Planning Project in 7 states of Nigeria (UNFPA, Nigeria) Programme Officer - Training & Special Projects   This is a UNFPA supported Family Planning & Reproductive Health project in 7 States of Nigeria.   - Co-managed UNFPA supported Family Planning & Reproductive Health project in 7 States of Nigeria. Proposal Development - Curricula development - Conduct of trainings - TOT, Clinical Service Provider, Supervisory Skills & Management Trainings. - Provision of quarterly technical backstopping - Report writing 1994 - 1996 Adolescent Sexual and Reproductive Health (ASRH) Project (ODA, United Kingdom, Nigeria) Programme Officer   The project covered provision of sexual and reproductive health services to in-school and out-of-school adolescents in Oyo State Nigeria.   - Conducted baseline survey and needs assessment for the project. - Developed Training Materials. Development of information, education and communication (IEC) materials (among others HIV/AIDS).
