Johanna Pennarz is ITAD's Senior Social Development Consultant. She has more than 20 years of experience working as researcher, project manager and team leader for a range of organisations. Her expertise is on poverty analysis, social analysis and monitoring and evaluation. Currently, she is the Participation Specialist on two World Bank Projects (PRCDP China and SLP Mongolia). Johanna has worked as Social Analyst on DFID programme evaluations (China, Western Balkans). She was responsible for the design and implementation of several evaluations for the UN, in particular two major evaluations of gender mainstreaming (UNICEF, OHCHR), which both included a number of country case studies. In 2009 she conducted a Quality-at-Entry review of country strategies at the African Development Bank.

2009 - 2011 Ongoing Sustainable Livelihoods Project (SLP) Mongolia: Roll-out of participatory M&E (PM&E) (World Bank/SLP Mongolia, Mongolia)
Participation and M&E Specialist
  The objective of SPL is to enhance livelihood security and sustainability by scaling up institutional mechanisms that reduce the vulnerability of communities throughout Mongolia. The project developed a participatory M&E system during Phase 1. The consultant conducted a review of the PM&E system during the design of Phase 2. The revised PM&E system will now be rolled-out throughout Mongolia.
  This assignment is implemented in cooperation with ITADs partner in Mongolia PTRC. The role of the consultant is to provide the backstopping and support during the roll-out phase.
2006 - 2010 Ongoing Poor Rural Communities Development Project (PRCDP (World Bank, China)
Participation Specialist
  The Poor Rural Communities Development Project (PRCDP), funded by World Bank and DFID, aims to support more responsiveness approaches to poverty reduction in the poorest areas in South West China, mostly inhabited by ethnic minorities. The project is placed in the context of reforming poverty reduction policies with the aim of providing more effective services through local governments and improving outreach to the poorest and most vulnerable groups.

  The AfDB has commissioned ITAD to conduct a Quality-at-Entry Assessment (QEA). The overall aim is to contribute towards further strengthening of the quality, performance and impact of the Banks strategies and operations. The assessment was conducted in close consultation with the Evaluation Department (OPEV) as part of the ADF-11 Mid-Term Review (MTR).

  This Regional programme Evaluation (RPE) is part of series of evaluations commissioned by DFID's Evaluation Department (EvD) with the aim of assessing the relevance, efficiency, effectiveness and impact of DFID assistance. The evaluation takes a five-year perspective (from 2003 to 2007) and looks at development performance within the context of a group of fragile states. DFID's strategy in the West Balkans has a particular focus on social inclusion and gender.
  The consultant evaluated DFID's support to social policy reform and the implementation of strategies to mainstream social inclusion and gender. The evaluation included interviews in DFID London followed by visits to Serbia, Kosovo and Serbia.

  UNICEF in partnership with the Economic Policy and planning Unit (EPPU) has commissioned a Country Led-Evaluation of child-focussed policies in the Mid-term Development Strategy, the PRSP equivalent. The evaluation has taken a stakeholder-based approach to systematically review selected issues, like existing policies and implementation issues around family allowance and monitoring of benefits. In addition, the evaluation has reviewed UNICEFs approach to strategic influencing on policy issues. The evaluations have been part of a donor-coordinated approach to building M&E capacities within the government.

2007 - 2007 Evaluation of Gender Policy Implementation in UNICEF (UNICEF, New York, UK, Moldova, Jordan, Nepal, Uganda, Mali, Nicaragua)
Project Manager
  The evaluation is part of the process of institutional review and strategy development in support of gender equality within UNICEF. The evaluation will assess the extent to which gender mainstreaming remains the most appropriate strategy in contributing to gender equality right from policy, institutional to community levels.
  ITAD has assembled a team of seven senior gender specialists and evaluators for this assignment. The evaluation will use various evaluation methods namely: document review, interviews, institutional surveys, case studies, interactive stakeholders meeting and workshops to obtain information on the progress UNICEF has made to promote gender equality. Country studies will be carried out in Jordan, Moldova, Mail, Uganda, Nicaragua and Nepal. The findings and the recommendations will presented at the regional office in Geneva and the head quarter in New York
2007 - 2007 Rural Water Supply and Sanitation Project (RWSS) Andhra Pradesh (World Bank, India)
