Edward Hedley has a strong personal interest in international development founded on academic study of development issues in the UK, Denmark and South-east Asia, voluntary work in Vietnam and, most recently, more than three years professional working experience in international development in South-east Asia and Asia-Pacific. He has worked for a wide-range of donor and INGO projects, focussing in particular on M&E design; baseline survey, mid-term review and end-project evaluation design and implementation; surveys and feasibility studies for private sector development; and assessments of local government capacity for public financial management, planning and M&E.

2011 - 2011 Ongoing Afghanistan Business Innovation Fund (DFID, Afghanistan)
Monitoring and Evaluation Specialist
  The Afghanistan Business Innovation Fund (ABIF) falls under DFID Afghanistans Supporting Employment and Enterprise Development (SEED) umbrella programme (2009-2013). The overall goal of SEED is to increase economic opportunity delivered by the private sector, resulting in the creation of 20,000 jobs and a 10% increase in incomes of 200,000 Afghans by 2013. Its purpose is to strengthen the private sectors ability in invest and compete. ABIF aims to support the SEED purpose and goal by catalysing innovative business models that improve access to markets and contribute to income and employment generation.
  Home and Kabul-based inputs were provided which included: Reviewing the existing logframe and draft indicators and addressing the concerns of DFID to reach a practical solution to logframe design which was acceptable both to DFID and the operational managers of the Fund; Reviewing and providing innovative means to strengthen the existing project performance monitoring system as set out in the draft operations manual; Proposing suitable indicators and means of verification to capture and evaluate changes observed at outcome and impact levels; Meeting with DFID Results Team to discuss ABIFs potential M&E design; Designing an M&E strategy which is appropriate to an M4P-style intervention, the resources available for M&E activities, and the constraints of conducting research in Afghanistan; and Producing a concise M&E framework to be included in the overall project strategy document which establishes the approach taken to M&E for ABIF, roles and responsibilities, and a practical guide to M&E in ABIF for Fund staff.
2012 - Ongoing Impact Evaluation Northern Ghana Millennium Village (DFID, Desk-based inputs)

  The Northern Ghana Millennium Village is part of the Millennium Villages Project and is designed to provide a �big push� to enable communities to break out of village-level poverty traps. DFID contracted ITAD and associates to carry out an independent, rigorous evaluation of the MV programme in Northern Ghana. This consists of an independent, rigorous evaluation of the MV over a 10 year period in conjuntion with the project's internal M&E system. It also aims to develop an evidence-base around the MV package of interventions to inform decisions on scaling up the MVP approach.
  As part of the ITAD evaluation team, developed detailed theories of change for each of the MV intervention sectors, including agricuture, education and health based on MV workplans and logframes. These theories of change were then used as a principal reference point in developing systematic evaluaton frameworks and questions which were relevant to the sequencing and scope of interventions and to the overall evaluation design.
2011 - Ongoing GSM Association m-Farmer Results Framework (GSMA/USAID, UK and elsewhere)
Impact Evaluation Specialist
  The Farmer initiative aims to facilitate the creation and scaling of mobile agricultural solutions that bridge the information gap and increase the productivity and income of rural small-holders by 2013.
  As the Impact evaluation specialist, responsible for developing a monitoring, evaluation and learning (MEL) framework for the mFarmer initiative, building tools, responsibilities and a sampling strategy to establish a baseline, initiate a system for ongoing program monitoring of key performance indicators and produce an end-line impact evaluation.
2011 - 2011 European Commission Results-Oriented Monitoring (European Commission , Lebanon)

  The Results-Oriented Monitoring (ROM) system provides external, objective and impartial feedback on the performance of aid projects and programmes financed by the EC.
  As part of the ROM mission to Lebanon, provided in-depth monitoring of two ongoing projects supported by EU funding. This included rating the performance of each project according to the 5 OECD-DAC evaluation criteria.
2011 - 2011 Project Completion Reviews for DFID Nigeria Policy Development Facility (PDF) (DFID, Nigeria)

  The Policy Development Facility (PDF) is a GBP 10 million Technical Cooperation fund for the five years from June 2010 to end May 2015, which aims to build capacity, primarily, but not exclusively, in the Federal Government, to undertake evidence based research to inform policy formulation and to assist the key agencies in the early stages of implementing these policy priorities. The facility is framed within the goal of implementing evidence based, pro-poor economic policies in Nigeria. The purpose is to increase the capacity of FGN to implement evidence based policies. This purpose is to be achieved through the delivery of two outputs: evidence based analysis which informs policy discussion and formulation and increased momentum for organisational strengthening to facilitate policy implementation.
  As part of the annual review of PDF, conducted the following Project Completion Review (PCR) activities: Developed survey tools to guide detailed, in-depth interviews with consultants employed by PDF, primarily assessing their contributions to evidence-based and pro-poor policy making, as well as coordination between consultants and their activities with regard to Value for Money; In coordination with the PDF Manager, developed review formats to present fact-finding from the PCRs; Conducted in-depth telephone interviews with 15 consultants employed by PDF in various Federal Ministries; Produced detailed interview notes following the new review format; and Delivered 15 synthesis papers to DFID outlining key findings and rating project performance and Value for Money.
2010 - 2011 Study on the Potentials of the use of Mobile Phones in Investment and Development Projects (FAO, The Philippines, Kenya and others (UK desk-based study))

  ITAD was commissioned by FAO to draft a working paper which assessed the potentials and constraints of using mobile phones in development/investment projects through a study of relevant experience in practical cases. The working paper considered case studies in a number of sectors including agricultural information services, mobile M&E, mobile banking, education and literacy and anti-corruption. Each case study was analysed according to a number of criteria including appropriateness, relevance, replicability, scalability and sustainability.
  Conducted the majority of the research and analysis for the working paper. Identified a short list of suitable case studies of actual use of mobile phones in investment and development projects and worked closely with the client to determine the final selection of case studies for the working paper. Defined relevant criteria to analyse the selected case studies, conducted the analysis and wrote the final report for submission to the client.
2010 - 2010 A Handbook on Evaluation for use at the Operational Level (EU, The Ukraine (UK desk-based work))
Researcher
  A practical guide to the design and implementation of project evaluation for use at the operational level. This handbook contributed to an ongoing bridging support to institutional capacity building for enhanced Ukraine - EU Cooperation. For government departments with limited experience or expertise in conducting project evaluation, the handbook provided an introduction to key concepts in project evaluation, stages in conducting an evaluation and example templates of evaluation documents and tools.
  Drawing on existing experience and expertise in evaluation, and knowledge of the project context and existing capacity constraints, produced the handbook for submission to the client.
2010 - 2010 Knowledge, Attitude and Practice survey for end-project evaluation of GTZ "Support to Decentralized Health Systems in Vietnam" project (GTZ, Vietnam)
Survey Project Manager
  A KAP survey of health care users and health care service providers in sexual and reproductive health to collect data on project indicators as part of the end-project evaluation of the GTZ Support to Decentralized Health Systems project.
  Designed a research strategy to collect data on project indicators in close consultation with the client, including survey methodology and sampling; conducted scoping activities in Son La province to refine the research strategy; drafted survey instruments to collect empirical data, including quantitative survey questionnaires, in-depth interview outlines and focus-group discussion guidelines; led fieldwork activities to identify, recruit and train a team of survey enumerators and supervisors to conduct the survey; and facilitated focus-group discussions with health care users and health care workers.
2010 - 2010 Technical Assistance to Danida Agriculture and Rural Development Sector Program Support (Danida, Vietnam)
Planning and Monitoring and Evaluation Advisor
  Design for a package of technical support to enhance strategic planning, monitoring and evaluation in two provinces as part of a change from program support to a budget support modality
  Conducted interviews with Departments of Agriculture and Rural Development to determine their needs for technical assistance in planning and monitoring and evaluation; liaised closely with the client to determine the scope and aims of the intended TA support; drafted a terms of reference combining the needs for TA of the provincial Departments of Agriculture and Rural Development with the strategic aims and objectives of the donor. The TOR outlined the scope of activities to strengthen strategic planning and M&E, and listed outputs, target deadlines and a profile of the consulting team required.

Philippines Survey Country Coordinator
  An international survey of establishments to collect firm-level data on business practices, the labour market, skills development and the views of business leaders of the investment climate in each country.
  Responsible for overall management of the 2009 Enterprise Survey of the Philippines; received training from the World Bank in managing the survey, the methodology for the survey and the use of survey instruments; worked closely in-country with the local contractor to identify, select and train survey personnel and identify a suitable survey sample frame for the survey; led the piloting of survey instruments in Manila and produced an inception report for the World Bank following the training and piloting phase of the survey recommending changes to survey instruments relevant to the local context; developed written procedures for survey enumerators to follow to meet the data quality requirements of the World Bank; provided on-going technical advice to the local contractor on methodological issues and the correct use of survey instruments; and responsible for maintaining a close working relationship with World Bank survey staff in Washington and submitting weekly progress reports
2009 - 2010 Eco City Da Nang Programme (GTZ, Vietnam)

2009 - 2010 Medium-term strategy for One UN Trade, Employment and Enterprise Development (TEE) Programme Coordination Group (UNIDO, Vietnam)
Project Research Assistant
  A medium-term strategy paper for UNIDO in Vietnam and for other members of the Trade, Enterprise and Employment Programme Coordination Group (TEE PCG) providing a review of the current projects/programmes of the TEE PCG and other donors in Vietnam, the comparative advantages of the TEE PCG in relation to current economic trends in Vietnam and the work of other donors. In light of these findings the paper provided recommendations on suitable future activity areas for the TEE PCG

2009 - 2009 Capacity assessment in Lai Chau province for JICA SPL Program (JICA, Vietnam)
Monitoring and Evaluation Specialist
  JICA SPL program provides small loans to support infrastructure projects in selected provinces, which are planned and implemented following Government of Vietnam systems. The project delivered an assessment of government capacity in Lai Chau province for the planning and M&E of infrastructure projects, at provincial and sub-provincial levels focussing on the Department for Planning and Investment.
  Responsible for conducting project literature review and drafting survey instruments; worked with local consultant team to develop methodology to survey local infrastructure project contractors; led interviews with government institutions in Lai Chau province to survey procedures and capacity in planning; assisted project team leader in interviewing Japanese consultants contracted to provide TA support in the SPL Program; responsible for drafting final report.
2008 - 2009 Study into the use of new aid modalities at the sub-national level in Vietnam (DfID/Like-Minded Group of Donors, Vietnam)
Research Assistant
  A study into the emerging use of new forms of aid modality by donors in Vietnam (in particular forms of budget support) and an analysis of the difficulties encountered in adopting these modalities at the sub-national level.
  Met with client to define survey objectives; assisted team leader to create survey instruments; conducted a literature of academic research into the use of new modalities for aid delivery and reviewed poject/program documents from donors in Vietnam; led semi-structured interviews with key respondents in Hanoi to collect primary data; responsible for drafting chapters of the final report, including analysis of the key obstacles to the use of new aid modalities at the sub-national level; and presented report findings to the client.
2008 - 2008 ADB Red Tape Survey (ADB, Lao PDR)
Research Assistant and Survey Coordinator
  A survey of the regulatory environment for small and medium-sized enterprises in Lao PDR. The survey incorporated an assessment of the costs to business of government red tape and a parallel survey of the views and operating costs of government regulators. Based on the data collected, the survey produced an estimate of the aggregate costs to the Lao economy of government red tape.
  Responsible for preparing a literature review of the economy of the Lao PDR and the regulatory environment for small and medium-sized enterprises; drafted survey instruments and led piloting and review of questionnaires; developed a strong working relationship with survey sub-contractor and co-ordained fieldwork activities in-country; delivered training to survey enumerators and encoders; produced data-entry templates and oversaw quality control processes; led interviews with government agencies as part of a survey of regulators; worked closely with senior consultants in meeting data requirements for final report.
2008 - 2008 Organizational Assessment of Departments of Planning and Investment (DPI) and Agriculture and Rural Development (DARD) for the Strengthening Livelihoods through Enhanced Decentralization (SLED) programme (CIDA, Vietnam)
Project assistant (planning and M&E)
  An assessment of the functional capacities of key provincial organizations in delivering provincial programming, together with an assessment of how, in light of CIDA's commitment to transition to provincial budget support, CIDA can best strengthen provincial capacity to meet the programme's specific objectives and expected results in public financial management, small-scale infrastructures, SME development, and agriculture and rural livelihoods.
  With the project leader, liaised closely with the client in the design of the research strategy; responsible for drafting survey instruments for an assessment of processes for planning and M&E in both provinces; lead meetings with provincial government officials responsible for planning and M&E; coordinated and managed external consultants; and responsible for chapters of the final report relating to planning and M&E and report writing on these topics.
2008 - 2008 Review of Aid Effectiveness in Transportation Infrastructure in Vietnam. (JBIC, Vietnam)

  A survey of the effectiveness of aid in donor-funded transportation infrastructure construction, taking as case studies two national road construction projects.
  Survey design incorporating semi-structured interviews and quantitative questionnaire survey with key informants in ADB, JBIC, Vietnamese Project Management Units and Vietnamese MPI. Responsible for analysis of quantitative and qualitative primary data; conducted detailed desk review of secondary data; drafted three chapters of final report and executive summary; and maintained a good working relationship with the client and provided updates and additional information when required.
2007 - 2008 Feasibility studies and technical assistance for Danida Mixed Credit Scheme (Danida, Vietnam)

  A series of feasibility studies and technical assistance for five small and medium-sized industrial projects. Feasibility studies covered commercial, financial and environmental components.
  Responsible for preparing survey instruments and drafting ToR for external consultants; co-ordinated fieldwork activities and led site visits to applicant companies; advised applicant companies on how to strengthen applications to mixed credit scheme; supervised the work of external consultants and provided comments on submitted work; met regularly with the client to keep them informed of the progress of completed work; and responsible for managing the content and quality of final feasibility study reports and writing report chapters covering commercial, financial and environmental aspects.
2007 - 2007 REEP Baseline Survey (Oxfam Qubec, Vietnam)
Economist
  A baseline survey of household and small-sized enterprises and technical assistance for monitoring and evaluation.
  Responsible for supporting the team leader and statistician/economist during the project inception period, data analysis and information processing and during the preparation of the final report and dissemination. During the project inception period assisted in the design of the questionnaire and other qualitative survey instruments; developed a detailed questionnaire which covered a comprehensive range of issues related to business operation and regulation, including a survey of institutional, bureaucratic and informational constraints to business operation. Respondents were asked to rank their most pressing constraints to business operation and the policies they believed would be most effective to improve the running of their business; and met regularly with the client to review and make revisions to survey instruments. During the data analysis and information processing period assisted in qualitative and quantitative data analysis and in generating indicators for M&E system. During the preparation of the final report and dissemination assisted the Team Leader in writing the draft and final survey report; advised the client on the design of the project monitoring and evaluation framework, including use of focus group discussions for monitoring purposes.
