Our role is to provide technical direction on monitoring and evaluation, with regard to internal programme M&E, capacity building support to state governments, and the establishment of a performance management framework to guide a suite of DFID funded programmes working on governance, health, education and private sector development.

The Joint Train4Dev/Povnet Learning Programme (JLP) on Pro-Poor Growth is a multi donor initiative that brings together participants from the DAC Network on Poverty Reduction (POVNET) and the Joint Donors Competence Development network, Train4Dev. ODI and ITAD have been contracted to design and deliver a series of Learning Events that will provide participants with a clear understanding of current DAC policy guidance on pro-poor growth and what sorts of public policy and investment will better contribute to achieving pro poor growth.

ODI and ITAD have been contracted to deliver 8 learning events over two years. Targeted at senior donor staff, government representatives and professionals from civil society, the learning events will be based on core modules on common priority policy areas but with space to adapt events to the specific situations of individual countries. To ensure that debates tackle the real issues and key constraints, a mix of case study material and resource persons will be used.

Project Director and Team Leader of an ITAD and ODI team contracted to design and deliver a series of 15 regional and country-specific workshops for donor and government staff in East Africa, West Africa, South East Asia, South Asia, the Caucasus and Latin America. The purpose of the workshops is develop a common understanding of the PRS process, to share insights, and to identify practical opportunities for joint, harmonised action to strengthen the PRS process. The courses have an action-oriented component in which representatives from government, donors agencies and other institutions within a particular country come together to identify practical steps to move forward the PRS process in that country.

Building on a previous contract to train over 100 DFID HQ and country office staff as 'logframe champions', ITAD were commissioned by DFID Nigeria to deliver a similar training programme to all of its advisers and programme staff and to selected consultants involved in the implementation of DFID programmes across a range of sectors.

Building on a series of DFID contracts to train DFID staff in its revised logframe format, ITAD were commissioned by the Department of Health to design and facilitate a workshop for the National Support Team for Health Inequalities. This team was set up to support local area teams to address the life expectancy element of the 2010 Public Service Agreement target to reduce by at least 10% the life expectancy gap between the most deprived (Spearhead) areas and the national average. The National Support Team's objective was to explore whether and how the revised logframe format might be relevant in planning and managing local area interventions.

Lead trainer/facilitator on a two person ITAD team to design and deliver a one-day workshop tailored to the specific context of the Spearhead areas. This tailoring included the development of a real case study for use in training exercises, and facilitated reflections at key points in the day to identify where and how the revised logframe format might be useful to Spearhead teams. The workshop was very well received and is likely to lead to further involvement through the piloting of the revised logframe format in one or two Spearhead areas.

The EC-funded project provides support to the Government of Ukraine in the implementation of PCA provisions and the EU-UA Action Plan, with particular emphasis on supporting the joint bodies established under the agreement, improving the system of monitoring PCA implementation, and supporting development of the new enhanced agreement that will replace the PCA.

ITAD were commissioned to support the development of a concept and system for strategic monitoring of achievement of the higher level objectives of the draft Association Agenda that will succeed the PCA. DFID is undertaking a major initiative, the Results Action Plan, to strengthen performance and results management across the organisation. A component of the Results Action Plan is the internal 'Using Numbers Project' overseen by DFID's Investment Committee, which aims to ensure that monitoring and evaluation of DFID's investments is based on better quantitative targets and indicators with better data collection on them. The Using Numbers Project has developed a revised logframe format, which is being rolled out as part of a broader package of training on Using Numbers in Decision Making.

Phase I of the Protracted Relief Programme (PRP) started in August 2004 to assist the poorest and most vulnerable groups. The programme built on the initial NGO relief efforts and provided multi-year funding to improve livelihoods and food security of the poorest households in a more sustainable way. PRP II will place greater emphasis on the integration of participatory approaches and the use of qualitative information into the current largely quantitative M&E systems.

The purpose of this assignment was to strengthen the use of qualitative methods within a participatory monitoring and evaluation system in PRP phase II, commencing in late 2008. ITAD designed and delivered a training workshop for project partners to share experiences on qualitative and participatory methods, including MSC and to learn about other qualitative methods that could be used for PRPII M&E. The workshop was conducted in Harare in October 2008.

For the past four years ITAD has held a contract to conduct five independent Country or Regional Programme Evaluations each year. The primary audience for the evaluations is the UK government and DFID senior management, including heads of country offices. For each country or regional programme evaluation, ITAD produces an evaluation report, a presentation to DFID and an Evaluation Summary. The reports are public domain documents, available from DFID's website. The 2008 series of CPEs is focused on post-conflict and fragile states.

As member of a four person team, responsible for evaluating DFID-Cambodia's portfolio for pro poor local government reform. The evaluation covered issues of programme quality (strategy, relationships, portfolio of activities) and programme effectiveness (results, influence, donor coordination & harmonisation). The evaluation focused in particular on the challenges of reconciling priorities for state building, governance and pro poor impact in a fragile state setting, and with a time-limited DFID engagement.

Kosovo is an EU pre-accession candidate country and receives significant support to align itself with European Union standards, leading to closer integration with the EU. The Instrument for Pre-Accession (IPA) is the ECs main instrument for supporting this process. The current project provides an opportunity to promote the idea of linking policy objectives to programming, albeit limited in scope to the IPA 2009 programming process. In July 2008 the EC launched the programming process for 2009 IPA project submissions at a workshop attended by Permanent Secretaries, Senior IPA Programme Officers from each MDA, and Directors of Executive agencies. The EC requested DFID support to ensure strengthened linkage of project submissions to policy and programme objectives.

Botanists use these specimens, together with material from the living collection, to study plant characters in order to catalogue the diversity of the plant kingdom. The findings were used to identify the changes in roles, responsibilities and decision-making powers of government ministries, in particular concerning systems for service delivery and oversight. A framework for coordination was developed with outline terms of reference, and suggestions for the optimal coordination of the regular ongoing management of local government and sector reforms.
