Don Brown has over 30 years experience in water resources, business management, the environment, and economics. He has worked on monitoring, impact evaluation and learning as well as on knowledge and research management. He has facilitated and delivered work on aid delivery mechanisms, particularly in the water and infrastructure domain; including sector wide approaches, aid effectiveness,donor harmonisation and project cycle management. He has worked as a policy advisor for international donors including the UK's Department for International Development, the World Bank and SIDA, and has carried out evaluation studies on rural infrastructure, knowledge and research programmes, water resources, supply and sanitation projects. He teaches at Southampton and Cranfield Universities on MScs and international short courses on project planning, water resource management and environmental economics. He is an experienced team leader of multidisciplinary teams in several countries.

2008 - 2008 Ongoing Monitoring and Evaluation system for the Global Water Initiative (International Institute for Environment and Development, Burkina Faso, Ghana, Mali, Niger and Senegal)
M&E consultant
  ITAD is currently setting out an enhanced monitoring and evaluation system for the Global Water Initiative (GWI) specifically looking at the results and success aspects of the Initiative; and taking in to account the knowledge, attitudes and practice of the stakeholders. The GWI brings together a group of seven leading international organisations to address the challenges of providing long-term access to clean water and sanitation, access to water for rural production, as well as the protection and sustainable management of ecosystem services and watersheds. The Foundations for Learning and Influence project will enable GWI partners in West Africa to define and begin to implement learning and influencing strategies which are adapted to the context of each country and the region as a whole which contribute to GWI learning and influencing strategies at global level.
  Responsible for the development of an appropriate system for programme monitoring and evaluation based on an analysis of the current M&E methods of the GWI partners in West Africa and an assessment of the 'lead-in projects' approved for funding in 2008. The proposal will also take into consideration the broader objectives and likely future activities as indicated by the GWI Strategy for West Africa.

  Member of project preparation review mission, on behalf of World Bank and SIDA for the proposed Vietnam Land Administration Programme which plans further development of the land administration system in Vietnam.
  Specific responsibility for the Monitoring and evaluation arrangements but also reviewed proposals for community land titling and examined the potential impact of the proposed project on poor and ethnic minority people in rural areas. Ensured proposed project is consistent with the Paris Declaration and in particular the 'Hanoi Statement'

Coordinator, design and delivery
  ITAD is consortium leader on a 1.7m Euros per year contract to provide training and methodological support to EC and partner government staff in the Sector Approach and Budget Support. A team of 4 consultants is based in Brussels, while a range of trainers and backstopping consultants are available to support this large-scale capacity-building programme. Particular areas of support include: - General guidance and support on the sector approach, with specialist guidance in the education, health, transport, water and rural development sectors - General guidance and support on macro budget support - Specialist guidance and support in areas including: macroeconomics; institutional assessment; public finance management; indicators and performance monitoring; and policy analysis

2005 - 2005 European Water Research Initiative (DFID, United Kingdom)
Team Leader
  Responsible, on behalf of DFID, for preparing a European Commission research network (ERA-NET) which coordinates activities across European Member States on water research. This is an important initiative, consistent with the Paris Declaration and encouraging donor harmonisation which was then approved and is presently networking with 15 member states and international water organisations with the aim of improved coordination and uptake/scaling up of water supply, sanitation and integrated water resources management through uptake of knowledge into policy.
  Acted on behalf of DFID as coordinator, facilitator and planner for the preparation of the project to fit with EC policy.

2003 - 2004 Bangladesh Rural Livelihoods Evaluation Partnership (DFID, Bangladesh )

  ITAD was responsible for regular monitoring of the UK's Department for International Development (DFID) rural livelihoods projects in Bangladesh. This portfolio of 10 projects addresses rual poverty in a number of ways, including improving access of the poor to common resources, training and capacity building of the poor themselves and relevant service delivery agents, and improving the poverty orientation of research. This project includes managing all output to purpose reviews and end of project reviews and ensuring that lesson-learning at the programme and project levels contributes towards informing the wider policy environment of DFID Bangladesh and the Government of Bangladesh.
  Undertake End of Project review of the Research and Extension in Farm Power Issue (REFPI)project. ALso contributed to the cross-project lesson learning and communication of lessons.
2003 - 2003 Towards a strategy for sustainable irrigated agriculture with feasible investment in drainage,Aral Sea Basin, Uzbekistan (IPTRID, Uzbekistan)
Workshop Facilitator and Water Resource Planner
  The Interstate Commission on Water Coordination (ICWC), the regional agency responsible for water resources management in the Aral Sea Basin developed a drainage investment strategy for the region; A DFID sponsored workshop set out the available information relevant to held each oblast and IPTRID supported to investigate specific issues such as groundwater, water use efficiency, drainage design options and potential of GIS/RS data analysis.
  Set up and facilitate the workshop involving respresentatives from 5 Central Asian States. Assist with collation and analysis of papers for presentation at decision making conference.
2003 - 2003 Smallholder Improvement Project (IFAD, Bangladesh)

  Member of five person team carrying out a mid-term review. Responsible for the engineering and infrastrucutre aspects including water supply and sanitation, market deveopment, small water projects and roads development. Implementation was under the supeorvision of the Local Government Engineering Department.
