July 2004 - July 2005 Policy Analyst Commission for Africa   - Member of the pro-poor growth team, with special emphasis on employment creation and private sector development. - Worked closely with DFID and the Emerging Markets Group to develop a proposal for a $100m multi-donor Africa Enterprise Challenge Fund. - Drafted sections of the CfA report, Our Common Interest (Chapter 7. Going for Growth and Poverty Reduction). - Organised and co-facilitated business consultation workshops in Cameroon and Ghana, and participated in civil society workshop in Cameroon. Research and analysis of agricultural supply response in Africa, taking into account the WTO Uruguay Round, world commodity markets and agricultural policies in Africa. This involved time-series analysis and the production of articles in academic journals. Training 2009 People Management skills for Managers (Hemsley Fraser, London) 2008 Facilitation skills training (Silicon Beach, Brighton) Project Experience 2010 - 2011 Ongoing Joint Donor Anti-Corruption (AC) Evaluation 2004-09 (Norad, DFID, Sida, Danida, Asian Development Bank, Desk-based) Main synthesis author   External evaluation for Denmark, Norway, Sweden, the UK and the Asian Development Bank on the relevance and effectiveness of their anti-corruption efforts globally and in five countries (Bangladesh, Zambia, Tanzania, Nicaragua, Vietnam), using UNCAC as an organising framework for external interventions, and looking at donor AC internal policies   Main author for synthesis report. This report evaluates donor internal policies (incl. use of aid modalities), external interventions (using UNCAC definitions) and sector approaches to AC, on the basis of country studies (Bangladesh, Zambia, Tanzania, Nicaragua, Vietnam) and additional consultations with donor HQs and AC experts (U4). 2009 - 2011 Ongoing Fragile States Monitoring (OECD INCAF, DRC) Country Expert   The OECD Principles for Good International Engagement in Fragile States and Situation, endorsed by OECD Ministers in 2007, were developed as part of the aid effectiveness agenda to provide specific policy and programming guidance for international engagement in fragile states and situations. In 2008, partner and donor countries committed to monitoring the implementation of the Fragile States Principles (FSP), alongside the already well-established monitoring of the Paris Declaration principles. The outcome of the FSP country surveys will be discussed at the OECD DAC Fourth High-Level Forum in Busan, Korea, in November 2011   Country expert, working with the Ministry of Plan and UNDP; organising and facilitating public consultations; analysing data; conducting interviews; and, writing final country chapter 2009 - 2009 Ongoing Irish Aid Country Programme Evaluation (Irish Aid, Uganda) Deputy Team Leader   Evaluation of Irish Aid Country Strategy Programme (2007-09) to draw lessons and make recommendations for the next Country Strategy.   Assessed Irish Aids Public Sector Management (FINMAP, Public Service Reforms and Decentralisation) programmes and its support through Poverty Action Fund. 2010 - 2010 Joint Donor AC Evaluation 2004-09 (Norad, DFID, Sida, Danida, Asian Development Bank, Zambia) Team Leader     Led a 4-people team, overseeing data collection, organising field visits, making debrief presentations to donor AC Group, and writing final report. Provided evaluation expertise in aid delivery mechanisms, internal AC policy, support to PFM / tax / civil service reforms, and donor response to the health SWAP corruption scandal. 2010 - 2010 Joint Donor AC Evaluation 2004-09 (Norad, DFID, Sida, Danida, Asian Development Bank, Tanzania) Deputy Team Leader     Provided evaluation expertise of donor support for PFM reforms (incl. tax) and National Audit Office. 2009 - 2010 Joint donor AC Evaluation 2004-09 (Norad, DFID, Sida, Danida, Asian Development Bank, Bangladesh) Deputy Team Leader     Provided evaluation expertise of donor support for civil service and PFM (incl. tax) reforms. 2009 - 2009 DFID Country Programme Evaluation - Synthesis Report (DFID, ) Co-author (with Nick Chapman)   Synthesis Report for CPEs 2008-09.   This report focuses on DFID engagement in Fragile States and Situations, drawing lessons and recommendations from Afghanistan, Cambodia, DRC, Pakistan, Nepal, Sierra Leone, and Sudan. Themes, selected in consultation with DFID Evaluation Department and DFID Politics and the State Team, will include inter alia cross-Whitehall cooperation, contribution to state-building and peace-building, and aid effectiveness issues. 2009 - 2009 DFID Country Programme Evaluation, Southern Africa (DFID, Southern Africa) Team member   Evaluation of DFID 2006 Regional Plan for Southern Africa to draw lessons and make recommendations for the next CSP.   Focused on growth, trade, and investment, in the region, with particular emphasis on the role of South Africa in the region and linkages with DFID programmes in Mozambique and Lesotho. 2009 - 2009 Pro-Poor Growth Training Workshop (OECD DAC/PovNet, with Overseas Development Institute, Benin) Facilitator and Trainer   Preparation training materials on pro-poor growth, facilitator and trainer   2008 - 2009 DFID Country Programme Evaluation (DFID, DRC) Team Leader   Evaluation of DFID Country Programme from 2003 until 2008. DFID DRC work includes humanitarian assistance, capacity building, growth, basic service and community-driven development. A fully-devolved office was opened in Kinshasa in 2005   Full responsibility for 4-people team coordination, field visit, presentation of findings, and report writing. 2008 - 2008 DFID Country Programme Evaluation (DFID, Ethiopia) Deputy Team leader   Evaluation of DFID Country Assistance Strategies over the 2002-08 period.   Led the inception visit, finalizing the evaluation matrix and preparing the main visit. Evaluated DFID's governance programme, including PSCAP (public sector reforms), support for civil society and democratic institutions, and security sector reforms. 2007 - 2008 DFID Country Programme Evaluation (DFID, Zambia) Deputy Team Leader   Evaluation of DFID Country Assistance Strategies over the 2000-07 period.   Assessed DFID's support through General Budget Support and programme-based approaches in public finance management and public sector reforms. 2007 - 2007 DATA 2007 Report (Development Initiatives, UK) Contributor   DATA is an advocacy organization dedicated to eradicating extreme poverty and AIDS in Africa. The 2007 DATA Report is the second annual report monitoring the G8's progress in delivering its commitments to Africa by 2010.   Produced a briefing paper on UK progress against G8 commitments in aid, trade, debt relief, growth, health and education, peace and security. 2007 - 2007 DFID Country Programme Evaluations - Synthesis report (DFID, Indonesia, Kenya, West Bengal, Vietnam, Russia) Co-author   Synthesis Report for CPEs 2006-07 (forthcoming).   Co-author focusing on DFID's ways of working in the policy domain and building partnership with other development partners. 2007 - 2007 DFID Regional Programme Evaluation (DFID, Central Asia, South Caucasus and Moldova (CASCM)) Economist/Evaluator   Evaluation of DFID Regional Action Plan in CASCM, looking at relevance, effectiveness, efficiency, sustainability, and impact.   Evaluator for General Budget Support and programme-based approaches in public financial management and public sector reforms, with field visits to Armenia, Moldova, and Kyrgyzstan. 2007 - 2007 Joint Poverty Reduction Strategy (PRS) Training (GTZ- Joint Donors' Competence Development Network (Train4Dev), Armenia, Benin, Laos) Trainer and Facilitator   The course brings together representatives from donor agencies, governments and other institutions to address questions around PRSs, ownership, harmonisation and alignment. The course is highly participatory and action-oriented.   Responsible for the content and delivery of the module on Harmonisation and Alignment. This module focuses on the challenges of implementing the Paris Declaration principles and analyses progress to-date using data from the 2006 survey on monitoring the Paris Declaration. 2007 - 2007 Africa Progress Panel (Development Initiatives, Pan-Africa) Contributor   Following on from the Commission for Africa report, the Africa Progress Panel was established as a mechanism to ensure promises to Africa are kept, with Kofi Annan serving as Chair.   Supported APP's first progress review by writing briefing paper on progress against G8 and AU commitments to trade and governance. 2003 - 2007 Europa Africa South of the Sahara (Europa - Routledge & Francis, French-speaking African countries) Contributor   Contribution to Europa's annual regional survey, Europa Africa South of the Sahara.   Revising and updating the Economies of Cameroon, the Central African Republic, Chad, the Republic of Congo, Mali, Niger and Togo. 2006 - 2006 Evaluation of Ghana's multi-donor budget support (African Development Bank, Ghana) Consultant   Final evaluation of the AfDB Poverty Reduction Support Loan (PRSL I) Project - the Bank's first direct budget support loan to the Government of Ghana within a multi-donor framework   Full responsibility. 2002 - 2006 Country analysis (Economist Intelligence Unit, Mali, Cote d'Ivoire) Author   As former senior editor/economist for the Economist Intelligence Unit, I drafted monthly, quarterly, and annual country reports for Cote d'Ivoire (2000-03) and Mali (2002-06).
