She was a senior country economist, then a freelance author for the Economist Intelligence Unit from 1997 to 2006. She has also worked for the African Development Bank, the Commission for Africa, and the peacebuilding organisation, International Alert. She has combined political with economic analysis throughout much of her career. Areas of work in macroeconomics have included pro-poor growth analysis and regional integration. Since joining ITAD in 2007, Charlotte has led, or co-led eight country and regional programme evaluations for DFID, Irish Aid and Norad. This has involved looking specifically at aid delivery mechanisms, including basket funds and budget support. She is well-versed in training and facilitating workshops and coordinating the work of others. Going for Growth and Poverty Reduction). - Organised and co-facilitated business consultation workshops in Cameroon and Ghana, and participated in civil society workshop in Cameroon. These workshops were used in support of the Commission for Africa report. - Supported the launch event at the UN and provided quality assurance for the French translation of the CfA report. Themes, selected in consultation with the Evaluation Department and the Politics and the State Team, will include inter alia cross-Whitehall cooperation, state-building and peace-building, and aid effectiveness. 2009 - 2009 Ongoing OECD DAC International Dialogue on Peacebuilding and Statebuilding (DFID, ) Project Manager   Technical assistance for the OECD DAC initiative, International Dialogue on Peacebuilding and Statebuilding. This involves working with the host government and drafting an issue paper, on the basis of documentation and bilateral interviews to support the consultative meeting.   Input into the methodology, recruitment of consultants, and quality assurance in selected countries. 2009 - 2009 Ongoing OECD DAC Fragile States Principles Monitoring (DFID, ) Project Manager and Country Expert   Drafting the first monitoring report for the 10 principles of good international engagement in fragile states, on the basis of documentation, semi-structured interviews, and outcomes of the consultative meeting, with the use of qualitative indicators.   Input into the methodology, recruitment of consultants and country expert for DRC. 2009 - 2009 Ongoing DFID Country Programme Evaluation, Southern Africa (DFID, Southern Africa) Team member   Evaluation of DFID 2006 Regional Plan for Southern Africa to draw lessons and make recommendations for the next CSP.   Focused on growth, trade, and investment, in the region, with particular emphasis on the role of South Africa and the bilateral linkages with DFID programmes in Mozambique and Lesotho. 2009 - 2009 Ongoing Irish Aid Country Programme Evaluation (Irish Aid, Uganda) Deputy Team Leader   Evaluation of Irish Aid Country Strategy Programme (2007-09) to draw lessons and make recommendations for the next CSP.   Assessed Irish Aids Public Sector Management (FINMAP, Public Service Reforms and Decentralisation) programmes and its support through Poverty Action Fund. 2008 - 2009 Ongoing DFID Country Programme Evaluation (DFID, DRC) Team Leader   Evaluation of DFID Country Programme from 2003 until 2008. DFID DRC work includes humanitarian assistance, capacity building, growth, basic service and community-driven development. A fully-devolved office was opened in Kinshasa in 2005   Full responsibility for 4-people team coordination, field visit, presentation of findings, and report writing. 2009 - 2009 DFID Country Programme Evaluation (DFID, Sierra Leone) Q&A   Evaluation of DFID Country Assistance Strategies over the 2002-08 period.   Provided quality assurance for the final report. 2008 - 2008 Mid-Term Review, Joint Donor Initiative, Juba, South Sudan (NORAD, Sudan) Project Manager   This mid-term review assessed the Joint Donor Initiative in South Sudan in relation to its Memorandum of Understanding, the Paris Declaration agenda and its applicability as a model for donor harmonisation in the context of fragile states. This led to key lessons and recommendations.   I managed this assignment by developing the logframe and methodology (including use of a survey), briefing the team, coordinating their work, and ensuring high-quality delivery. I co-presented the review's preliminary findings before the Senior Management Board in Oslo. 2008 - 2008 DFID Country Programme Evaluation (DFID, Ethiopia) Deputy Team leader   Evaluation of DFID Country Assistance Strategies over the 2002-08 period.   Led the inception visit, finalizing the evaluation matrix and preparing the main visit. Evaluated DFID's governance programme, including PSCAP (public sector reforms), support for civil society and democratic institutions, and security sector reforms. 2008 - 2008 Irish Aid Country Programme Evaluation (Irish Aid, Timor Leste) Project Manager   Evaluation of Irish Aid country programme strategies in Timor Leste from 2001 to 2008.   Provided methodological input, oversaw the organisation of the inception and main visit, managed the budget, and provided quality assurance. 2007 - 2008 DFID Country Programme Evaluation (DFID, Zambia) Deputy Team Leader   Evaluation of DFID Country Assistance Strategies over the 2000-07 period.   Provided inputs into the methodology and the evaluation's findings and recommendations. Evaluated DFID's support through GBS and PBAs in public finance management and public sector reforms. 2007 - 2007 DATA 2007 Report (Development Initiatives, UK) Contributor   DATA is an advocacy organization dedicated to eradicating extreme poverty and AIDS in Africa. The 2007 DATA Report is the second annual report monitoring the G8's progress in delivering its commitments to Africa by 2010.   Produced a briefing paper on UK progress against G8 commitments in aid, trade, debt relief, growth, health and education, peace and security. 2007 - 2007 DFID Country Programme Evaluations - Synthesis report (DFID, Indonesia, Kenya, West Bengal, Vietnam, Russia) Co-author   Synthesis Report for CPEs 2006-07 (forthcoming).   Co-author focusing on DFID's ways of working in the policy domain and building partnership with other development partners. 2007 - 2007 DFID Regional Programme Evaluation (DFID, Central Asia, South Caucasus and Moldova (CASCM)) Economist/Evaluator   Evaluation of DFID Regional Action Plan in CASCM, looking at relevance, effectiveness, efficiency, sustainability, and impact.   Evaluator for General Budget Support and PBAs in public financial management and public sector reforms, with field visits to Armenia, Moldova, and Kyrgyzstan. 2007 - 2007 Joint Poverty Reduction Strategy (PRS) Training (GTZ- Joint Donors' Competence Development Network (Train4Dev), Armenia, Benin, Laos) Trainer and Facilitator   The course brings together representatives from donor agencies, governments and other institutions to address questions around PRSs, ownership, harmonisation and alignment. The course is highly participatory and action-oriented.   Responsible for the content and delivery of the module on Harmonisation and Alignment. This module focuses on the challenges of implementing the Paris Declaration principles and analyses progress to-date using data from the 2006 survey on monitoring the Paris Declaration. 2007 - 2007 Africa Progress Panel (Development Initiatives, Pan-Africa) Contributor   Following on from the Commission for Africa report, the Africa Progress Panel was established as a mechanism to ensure promises to Africa are kept, with Kofi Annan serving as Chair.   Supported APP's first progress review by writing briefing paper on progress against G8 and AU commitments to trade and governance. 2007 - 2007 Piloting OECD-DAC conflict prevention and peacebuilding guidelines (DFID, CASCM) Desk-based Evaluator   The OECD-DAC Conflict Network / DAC Evaluation Network are collaborating on the development of Guidelines for Evaluating Conflict Prevention and Peace Building Activities. DFID has engaged ITAD (on behalf of the DAC) to test the guidelines on a range of DFID Country / Regional Programme Evaluations.   Drafted guidelines, with special emphasis on the CASCM region and Zambia. 2003 - 2007 Europa Africa South of the Sahara (Europa - Routledge & Francis, French-speaking African countries) Contributor   Contribution to Europa's annual regional survey, Europa Africa South of the Sahara.   Revising and updating the Economies of Cameroon, the Central African Republic, Chad, the Republic of Congo, Mali, Niger and Togo. 2006 - 2006 Evaluation of Ghana's multi-donor budget support (African Development Bank, Ghana) Consultant   Final evaluation of the AfDB Poverty Reduction Support Loan (PRSL I) Project - the Bank's first direct budget support loan to the Government of Ghana within a multi-donor framework   Full responsibility. 2002 - 2006 Country analysis (Economist Intelligence Unit, Mali, Cote d'Ivoire) Author   As former senior editor/economist for the Economist Intelligence Unit, I drafted monthly, quarterly, and annual country reports for Cote d'Ivoire (2000-03) and Mali (2002-06).
