Dr. Chris Barnett holds a doctorate from the University of Sussex on the impact of refugees on local livelihoods and the natural resource base. He has expertise in project cycle management; results-based management; M&E system design; the evaluation of policies, partnerships and programmes; impact assessments; training design and delivery; research programme management; and the communication of research outputs. Dr. Barnett has recently led a 5-person team to evaluate DFIDs country programme in Indonesia, and is currently leading a 7-person team for the Impact Evaluation of the Malawi Social Action Fund. Other recent assignments include leading the Review of the German Quality Improvement Grant, for WFP and the German government, as well as Study Leader on the Impact Assessment of DFID/NRSP research on the Peri-Urban Interface. He has widespread experience of evaluations, reviews and impact assessments and for a range of agencies (Council of Europe, Japan Social Development Fund, DFID, Sida, IFAD, WFP, UNICEF). Dr. Barnett is also experienced in the development of M&E systems; such as P-CLIP in Vietnam, a participatory M&E system in Zambia, and Local Government M&E in Uganda.
