Programming of development assistance is the first key stage in the project cycle where the donor organisation develops a programme of assistance with the partner country through a process of dialogue.
In the EC the outputs of this process are Country Strategy Papers and Indicative Programmes. At this stage priority development issues are identified, stakeholder assessments carried out, objectives identified and a development strategy agreed. At the next stage in the project cycle, individual projects are identified and finance committed.
Project monitoring studies have shown repeatedly that regardless of the competency at the implementation stage, a poorly designed project has little chance of success. Hence the emphasis on improving design processes using the logical framework approach so that objectives are clearly stated and progress and performance indicators identified.
In the case of the EC, considerable effort has been placed on improving the stakeholders' project design skills and capacity in both Commission Services and Partner Countries.
